Local Government Act 2009

1. Paroo Shire Council (“Council”) has proposed to make each of — (a) Animal Management (Amendment) Local Law (No. 1) 2026; and

(b) Subordinate Local Law No. 2 (Animal Management) 2026.

Read the full proposed changes here:

PUBLIC NOTICE(PDF, 311KB)

The proposed changes seek to address some minor drafting irregularities in the previous local law and also seek to provide clearer rules, improved guidance and more effective processes for managing animals across the Shire.

In summary the proposed changes include:

✅ New standards for the keeping of animals to ensure that animals are safely and securely contained and welfare standards are met including noise nuisance and Council’s ability to enforce legislative requirements.

✅ Clearly mapped designated town areas for Cunnamulla, Wyandra, Eulo and Yowah, providing certainty about where specific animal management requirements apply.

✅ Expanded definitions and simplified provisions to make the law easier to understand and comply with.

The proposed amendments retain the existing intent of Council’s animal management framework while modernising provisions, improving administrative processes and supporting responsible animal ownership, animal welfare, community safety and local amenity throughout the Shire.

We encourage you to provide feedback in relation to the proposed amendments and their potential impacts through the Public Interest Test process.

Written submissions by any person in support of, or objecting to, the proposed amending local law and/or the proposed subordinate local law are invited for a 21-day period commencing on 12th October 2026 and ending on 1st November 2026 (the “consultation period”).
